About
Balance Environmental Services (BES) is a trusted, quality environmental and waste management consulting firm based in Whitehorse, Yukon. BES provides technical consulting services to municipal and territorial governments, First Nations and remote communities, and private industry. BES is owned and operated by Devon Yacura, M.Sc., who has lived and worked in Whitehorse since 2009 and has been a leader in waste management for over a decade. BES was created with the vision to implement a more sustainable approach to waste management in the territory.
Biography
Devon Yacura, M.Sc.
Devon is an experienced and well-respected environmental and waste management consultant in Yukon. He has been a leader in waste management research over the past 15 years, which includes completing a master’s degree at the Whitehorse sewage lagoon from the Department of Renewable Resources, University of Alberta. Since 2018, Devon has been researching and developing the implementation of small-scale waste-to-energy technology in Yukon. He has spearheaded numerous innovation studies, including the completion of a feasibility study for small-scale waste-to-energy technology in Yukon.

Devon is a regulatory and permitting specialist with a decade of experience preparing environmental impact assessments and water licence applications, among other environmental permits. He has a broad range of environmental and waste management expertise including surface and groundwater monitoring, wastewater and biosolids sampling, technical writing and analysis, preparing environmental management plans, and performing a variety of environmental monitoring. He has extensive experience leading year-round remote field work, including helicopter, snowmobile, ATV, and boat access.
